Short version: you can't. Medium version: you know Skype and how to call with it, then you can call me the same way with a program similar to Skype. For example WengoPhone from OpenWengo.
Long version:
I don't use Skype for the same reason I use GNU/Linux as my computer operating system. I don't like to use proprietary software, nor do I like to obligate someone to do so. You make yourself dependent on a company who decides what software and hardware you have to use and how you behave with it. That does not just apply to Skype, but to any kind of proprietary software. For example:
I chose to use SIP, an open standard, to make calls over the Internet. In case you want to call me, you can use any computer with any operating system you like with the software or hardware you like. Of course, you still need something SIP capable as you need a browser to navigate the web.
There exist a lot of SIP hardware telephones, SIP telephone adapters, SIP software for different operating systems and SIP providers, where you can register for free like you can with hotmail to get an email address. And as with email, you don't even need to register with any provider: you may build your own SIP infrastructure as you can do with email. (Technically speaking, you can even place SIP calls without even having a SIP address, as you can write emails without having an email account, but most software phones don't support that kind of configuration as most mail programs don't work without a mail account.)
One way to call me is by using the GPL software WengoPhone:

My VoIP "number" is siemer@sipsnip.com (SIP).
Which number to dial? Try the as "online" marked numbers first. I like to juggle around with the others, so don't expect them to work. The Madrid number is real, the other fixed numbers are numbers mapped to VoIP accounts and terminate at the very same telephone. (Choose the cheapest for you.) You can get me on the cellular phone with the mobile number of the country I'm in. - So when I'm travelling in Italy, use the italian one, when I'm studying in Madrid, use 654 631 073.
How to dial these number? On cellular phones: dial what you see. Yes, you can also dial plus signs (press the +-labeled key several times or just longer). From other environments type the 'international prefix' instead of the '+'. That prefix is '00' in it's most international form but it's called 'country dependent'. E.g. it is '011' from countries of the 'North America Numbering Plan' (USA, Canada, ...). In doubt ask your operator.
If that doesn't work for calling within the same country (in Spain it doesn't, in Germany it does), skip the +XX or +XXX thing. [In theory it would be necessary to add the 'national prefix', but countries from my list don't have one, except for Germany...]
No number has a voice box at the moment, and the mobile numbers probably never will. If they do, I haven't switched it off yet. - Be sure that I'll miss that message...
Beware that SMS text messages get discarded by the operator after 3 to 4 days in hold. So send only with 'status report' enabled and use my preferred Spanish mobile number if you don't know better.
In the case you are still not satisfied with the offer of numbers, with sipbroker.com you can call me through numbers of Argentina, Australia, Canada, Ireland, Mexico, Netherlands, Portugal, Spain, U.K. and U.S.A.
What's that good for? I case your operator/dial plan permits even cheaper calls to the numbers mentioned on that page, go for it. Disadvantage: You pay from the beginning of your call, and when I'm not picking up, you pay for waiting.
How does it work? sipbroker.com is actually "only" transfering the call within the Internet. I have my Spanish fixed phone number registered at e164.org. There I have a so called ENUM entry which is mapped to my SIP Internet phone number. Sipbroker.com looks for these entries at some ENUM registrars, including e164.org and forwards the call. That's it.
